How do I make scrolling text on my phone?
Open this page in your phone's browser, type the message and tap Fullscreen. Turn the phone sideways so the text fills the width and reads from a distance.
Is it free?

Can I show it on a TV?
Open the link in your smart TV's browser, or mirror or plug in a laptop over HDMI, then go fullscreen.
Can I save my message?

How do I put scrolling text on a stream or video?
In OBS, add a Window Capture source pointed at this tab, or record your screen. For text on the video itself, captions work better, and Monty adds them automatically from your voice.
How is this different from a teleprompter?
Scrolling text moves sideways and shows one big line for an audience. A teleprompter scrolls a long script upward for you to read to camera, and Monty has a free one for that too.
